In 2022, Tendring District Council approved planning permission for a new one-and-a-half storey agricultural worker's dwelling on a mixed livestock farm in rural Essex.

The key challenge was satisfying the Council that a genuine functional need for on-site accommodation existed. I demonstrated this through a detailed account of the stockman's daily responsibilities across a 24-hour period, making clear that the welfare requirements of cattle, pigs and sheep could not be adequately managed from a dwelling elsewhere.

Agricultural Workers Dwelling Approved Planning Permission in Rural Tendring

I secured planning permission from Tendring District Council for a new agricultural worker's dwelling on a long-established farm in a remote area of rural Essex.

The farm supports mixed cattle, pig and sheep livestock alongside arable operations — a demanding operation that required a specialist stockman to be on site around the clock.

Planning policy generally resists new housing in remote rural locations.

An agricultural workers' dwelling can be an exception, but the bar is high.

I was required to demonstrate that there was a proven functional need for the accommodation, that no suitable housing existed nearby, and that the size of the proposed dwelling was proportionate to the functional requirement.

The functional need case rested on the nature of the stockman's role. Feeding, watering and monitoring the behaviour and welfare of livestock across multiple species — cattle, pigs and sheep — required someone present on site across a 24-hour period. The evidence assembled described the daily and overnight routine in detail, making clear that the demands of the enterprise simply could not be managed by someone travelling from an off-site dwelling.

The design was carefully considered to respect the rural setting.

Tendring District Council was satisfied and granted planning permission.
