In 2008, I successfully secured support for the retention and operation of a combined warehouse and trade counter facility at Hackney Wick within the London Borough of Tower Hamlets.
The proposal sought to combine two units, which were brought together to create a single operational unit for the storage and distribution of building materials.
As part of the scheme, a dedicated trade counter was incorporated to allow a national tool and equipment company to operate directly from the premises, serving trade customers from the site.
Supporting Employment and Industrial Uses
The site lied within a designated Industrial Employment Area and Strategic Employment Location, where policies seek to protect and support industrial and warehousing activity.
The development involved the reconfiguration of an existing factory unit (Use Class B2) and warehouse unit (Use Class B8) into a consolidated warehousing and distribution operation.
The inclusion of a trade counter formed an important element of the business model, enabling customers to collect tools, equipment, and building materials directly from the site while remaining ancillary to the wider storage and distribution use.
The scheme demonstrated how existing industrial premises can be adapted to meet changing commercial requirements while continuing to support employment-generating uses.
Positive Officer Recommendation
The officer report concluded that the proposal complied with the Council’s industrial employment policies, recognising that the development would assist in retaining and supporting employment activity within the estate.
Importantly, the report confirmed that the trade counter element was sufficiently limited in scale to remain ancillary to the primary warehouse use, ensuring the proposal remained policy compliant within the designated employment area.
