In 2018, I secured planning permission on appeal for the change of use of a failing rural café into a residential dwelling near Wimpole, in South Cambs.

The site comprised a redundant commercial building in a remote location, no longer viable in its existing use.

The proposal sought to repurpose the structure into a single dwelling, improving the appearance of the site and bringing it back into productive use.

Schemes like this are increasingly important, particularly where rural buildings fall into disrepair and no longer serve an economic function. The proposal focused on delivering a high-quality home while making use of an existing structure, rather than introducing new built form in the countryside.

The Planning Issue

The application was refused by South Cambs, primarily due to concerns around sustainability and the site’s isolated location.

Policies typically resist new residential development in the open countryside unless clear justification is provided.

Through the planning appeal, I demonstrated that the existing café use was no longer viable and that retaining the building in its current form would lead to continued decline. I set out a strong case that reusing the structure for residential purposes represented the most sustainable and pragmatic outcome.

I also addressed concerns around accessibility and location, showing that the proposal would not result in unacceptable impacts and that the benefits of regenerating a redundant building carried significant weight in the planning balance.

Appeal Outcome

The Planning Inspector agreed with my position and allowed the appeal, concluding that the proposal represented an appropriate reuse of a redundant rural building.
