In 2017, planning permission was granted for a dual A1 retail and D2 indoor cycling studio use in Wandsworth, London, enabling a new cycle training and retail business to open in a town centre location.

The case required justifying the partial loss of retail use against town centre protection policies, and was resolved through careful assessment of the impact on retail vitality and a clear demonstration of the community and economic benefits of the proposed use.

Planning permission was obtained for the change of use of a town centre shop unit to a dual A1/D2 use, enabling a new indoor cycling and retail facility to be established.

The client was seeking to set up the first in a planned series of cycle training clubs with retail space — offering members and the wider community a safe, accessible indoor environment to train using custom-designed stationary road bikes during the winter months.

The case addressed this by demonstrating that the proposed dual use would retain active retail frontage through the cycle retail element, and by showing how the indoor training facility would generate footfall, support local employment, and provide a community leisure benefit — all material considerations that weighed in favour of the scheme.

The application was approved, with the Council satisfied that the dual-use arrangement was compatible with the town centre's policy objectives.
