Householder Appeal Win in a Thanet Conservation Area

Planning appeal success in Thanet, Kent for a householder development within the setting of a conservation area in Westgate-on-Sea. I overturned refusal by addressing character and visual impact concerns.

In 2018, I won a householder planning appeal for an extension and alteration works to a detached property in Westgate-on-Sea, Kent. This property was located within the setting of a designated conservation area.

The scheme sought to enhance a relatively plain 1980s dwelling through a carefully designed front extension and updated fenestration.

The objective was to improve the quality of the building, increase natural light, and better respond to its coastal context—including maximising views—while delivering a more visually engaging property.

Although the site lay outside the conservation area itself, it still formed part of its wider setting—meaning the proposals had to be assessed against heritage policy considerations.

The Planning Issue

The application was refused by Thanet District Council, with concerns focused on the perceived impact of the development on the setting of the nearby conservation area and the uniform character of surrounding properties.

At appeal, I took a detailed and evidence-led approach.

This included analysing the relationship between the site and the conservation area, assessing key views, and demonstrating that the property did not make a significant contribution to the character or significance of the designated heritage asset.

I also showed that the proposed design would not only avoid harm but would enhance the appearance of the dwelling and the wider street scene.

By reframing the narrative—from perceived harm to clear visual and design benefits—I was able to present a strong and balanced planning case.

Appeal Outcome

The Planning Inspector agreed with my position and contextual anlaysis and allowed the appeal, confirming that the development would preserve the character and appearance of the conservation area while improving the existing property.
