I was brought in after a refused scheme, I secured permission for a new dwelling in a Chelmsford garden by reconceiving the proposal as a single-storey bungalow with improved siting and design.

In 2011, I was brought in to find a solution after a previous planning application for a new dwelling in a Chelmsford garden had been refused and subsequently dismissed on appeal.
The site had development potential, but given the planning history, a clear and robust planning strategy was required to overcome the obstacles previously encountered by my client.
The Previous Scheme
The earlier scheme had proposed a two-storey house positioned forward on the plot.
Both Chelmsford Borough Council and the Planning Inspector had found it unduly intrusive and prominent — an incongruous addition to the streetscene that failed to respect the established character.
The Inspector had also noted concerns about the impact on an unprotected ash tree, though this was ultimately not a determining issue.
The message was clear - the form and siting were the main issues.
A New Planning Approach
My approach was to go back to first principles. Rather than simply tweaking the refused scheme, I advised on a single-storey bungalow.
The reduced height transformed the relationship with the streetscene, and by pulling the building 1.4 metres further back from the highway than its predecessor, the proposal sat noticeably more comfortably within its context.
I demonstrated compliance with Chelmsford's policies on design, residential amenity, private garden space and parking.
The new dwelling would have approximately 65 square metres of private garden — exceeding the Council's minimum for a two-bedroom property.
Tandem parking that met Essex Parking Standards shared with the existing house via a single dropped kerb was also proposed.
The Council agreed that the revised scheme clearly overcame the concerns of both the LPA and the Inspector, and permission was granted.
