In 2020, I gained outline planning permission from Colchester City Council for 100 dwellings, community land and extensive public open space on a 10.2-hectare site at Dawes Lane, West Mersea — outside the settlement boundary.

The case was built around the site's identification as a residential allocation in the Council's emerging Local Plan and a strong multi-disciplinary planning and design approach demonstrating the full spectrum of sustainable development benefits.

Outline Planning for 100 Homes in West Mersea

I secured outline planning permission from Colchester City Council for 100 dwellings, community land and substantial areas of public open space on land at Dawes Lane, West Mersea.

The 10.2-hectare site lay outside the settlement boundary of West Mersea, and currently comprised a large agricultural field.

The key to unlocking the site was the emerging Colchester Local Plan, which had identified the land as a residential allocation and an area of public open space.

Although the plan had not yet been adopted, it had reached an advanced stage in its preparation — a status that gave it significant material weight in the planning balance. The application strategy was built directly around that allocation, demonstrating that the proposed development would deliver the economic, social and environmental benefits the NPPF requires and would accord with the Council's emerging planning policy.

A multi-disciplinary project team was assembled to address the full range of technical matters — access, archaeology, drainage, landscape and ecology — ensuring that no unresolved technical concern could stand in the way of approval.

Strong design principles were developed at outline stage to guide future reserved matters submissions, drawing directly from West Mersea's distinctive settlement character.

Colchester City Council subsequently approved the planning application.
