In 2016, I won a planning appeal for the development of seven single-storey dwellings on land just outside the settlement boundary of a village in East Suffolk.
The scheme was designed to deliver much-needed housing, including bungalows to meet identified local demand, while integrating sensitively with the edge-of-settlement location.
Positioned on the fringe of the village, the proposal aimed to “round off” existing built form rather than extend into isolated countryside.
From the outset, the focus was on demonstrating that this was a sustainable site—well-related to the village and capable of contributing positively to local housing supply.
The Planning Issue
The application was refused due to its location outside the defined settlement boundary, where development is typically resisted under local policy.
At appeal, I built a robust case addressing this key issue. I demonstrated that the site was not isolated in planning terms, sitting adjacent to existing development with access to services and amenities.
I also provided evidence that the Council could not demonstrate a five-year housing land supply—significantly reducing the weight that could be applied to restrictive policies.
In addition, I addressed landscape concerns, showing that existing screening and the site’s topography would limit visual impact, ensuring no harm to the character of the area.
