The London Borough of Tower Hamlets is one of the most complex and fast-moving planning authorities in England. Covering key parts of East London—including Canary Wharf, Whitechapel, Bethnal Green, Stepney, Poplar and the Isle of Dogs—the borough sits at the centre of intense development pressure.
Planning decisions in Tower Hamlets are rarely straightforward.
Proposals are often assessed against competing priorities: the delivery of new housing, protection of residential amenity, high-density urban design, and the conservation of heritage assets.
As a result, even well-conceived schemes are frequently refused, or delayed beyond statutory timeframes.
Where this happens, a planning appeal can provide a clear route to securing a decision through the Planning Inspectorate.

The Planning Appeal Process
Planning appeals against Tower Hamlets decisions are made to the Planning Inspectorate (PINS). There are three main procedures:
Written Representations - most common
The appellant and the council exchange written statements. An Inspector visits the site unaccompanied and issues a decision. Written reps typically take 20–26 weeks from validation. Suitable for most householder, LDC, prior approval, and minor application appeals.
Hearing - more complex cases
A round-table discussion led by the Inspector, preceded by written statements. Used where planning issues are more nuanced and benefit from discussion. Typically 30–36 weeks.
Public Inquiry - major or contested cases
A formal quasi-judicial procedure with evidence-in-chief and cross-examination. Required for larger or more legally complex cases — major residential schemes, enforcement appeals with significant legal issues. Timescales vary but often exceed 12 months from submission to decision.
The appeal must be lodged within six months of the date of the refusal notice (or four months for householder and minor commercial appeals). Missing this deadline extinguishes the right of appeal — there is no discretion to extend it.
Types of Planning Appeal in Tower Hamlets

Householder Planning Appeals
