In 2017, Dartford Borough Council's Planning Committee approved five new two-bedroom houses on a brownfield site, after the application had stalled and a previous refusal existed for the same site.

The case was resolved by demonstrating that the Council's housing need evidence was out of date, that the scheme was in a sustainable location, and that all amenity and design standards were met.

Overcoming Planning Issues in Dartford

The site had a history of failed planning applications, including a previous refusal for residential development, and the live application had stalled by the time planning input was sought.

The site comprised a vacant plot within an urban area with good public transport accessibility and close proximity to Dartford town centre — a demonstrably sustainable location that formed an important part of the planning argument.

Proactive engagement was undertaken with the case officer, which led to revisions to the scheme addressing specific concerns. A comprehensive planning case was then assembled.

The central argument was that Dartford Borough Council was unable to demonstrate up-to-date housing need evidence, meaning its restrictive housing policies carried reduced weight under the NPPF.

The five proposed homes would make a direct contribution to addressing that shortfall whilst making efficient use of brownfield land.

The scheme was also shown to comply fully with all amenity, design and parking standards in the Council's adopted planning documents, and to respect the character of the surrounding area.

Following extensive negotiation and engagement with the case officer, the scheme was recommended for approval and subsequently approved at Planning Committee.
