I represented a major London workspace operator across two City of London plan consultations, advocating for flexible employment policies in one of the capital's most competitive office markets.

In 2009 and 2011, I represented a London-based commercial property company with a substantial multi-let workspace portfolio across two separate City of London plan-making exercises — the Core Strategy in 2009 and the Development Management DPD Issues and Options consultation in 2011.
The City of London presents a unique planning environment, with intense pressure on office floorspace and a strong presumption in favour of commercial use.
Representations to both documents focused on securing flexible policy frameworks that would allow commercial landlords to respond to shifting occupier markets.
As the City's economy evolves, static land use policies risk leaving buildings under-utilised or commercially unviable. The work helped articulate why criteria-based employment policies serve the long-term interests of both the local economy and landowners.
Engaging across successive plan stages — from core strategy through to development management policy — allowed a consistent and cumulative case to be made, ensuring the client's interests were reflected at every level of the planning policy hierarchy.
