In 2018, Braintree District Council approved the reserved matters for four self-build dwellings outside the settlement boundary in Great Notley, Essex.

The site lay opposite a Grade II* listed building, and the reserved matters addressed access, appearance, layout, scale and landscaping in detail.

Reserved matters approval was obtained from Braintree District Council for four dwellings on a site outside the settlement boundary in Great Notley, Essex.

This represented the completion of a two-stage planning process: outline planning permission had been secured at Planning Committee in February 2017, establishing the principle of development on a site that lay opposite a Grade II* listed building — a particularly sensitive context requiring careful analysis and strategic engagement from the outset.

Reserved matters are the detailed design stage of a phased planning process, submitted after outline permission has been granted.

They typically need to be approved within three years of the outline consent and cover the finer aspects of the scheme: in this case, access, appearance, layout, scale and landscaping.

Each of these matters had to be resolved in a way that respected both the character of the settlement edge location and the setting of the adjacent Grade II* listed building.

The reserved matters application was prepared with close attention to design quality and heritage sensitivity. The proposed dwellings were each designed as self-build homes — and the detailed layout and landscaping were carefully composed to complement the listed building's setting.

Braintree District Council was satisfied that the reserved matters met all the requirements imposed by the outline consent.
