In 2020, I secured reserved matters planning permission from Colchester City Council approved for 17 two and three-bedroom dwellings on a parcel of land within the Chesterwell Neighbourhood Centre — land that became available through efficiencies in the overall masterplan design.

The case required demonstrating that the proposed number of dwellings fell within the quantum limits of the outline planning permission, resolved through proactive engagement with the Council to agree an approach before submission.

Residential Dwelling in a Neighbourhood Centre in Colchester

I secured reserved matters planning permission from Colchester City Council for 17 two and three-bedroom dwellings on land within the Chesterwell Neighbourhood Centre, to the north of Colchester.

Chesterwell is a major 1,600-home urban extension incorporating a neighbourhood centre, schools, commercial uses, and community facilities.

The application site formed part of the neighbourhood centre, which is subject to restrictions in the outline planning permission on the quantum and type of permitted uses.

The land became available for residential development as efficiencies elsewhere in the neighbourhood centre design freed up a parcel that had not originally been earmarked for housing.

This created an opportunity to deliver additional homes within the masterplan area, but it also created a planning challenge: demonstrating clearly that the proposed 17 dwellings fell within the scope and quantum limits of the original outline permission — without exceeding any caps or conflicting with the uses designated for the neighbourhood centre.

The layout was designed to complement the neighbourhood centre's urban character: a perimeter block structure with dwellings fronting directly onto the street, a key pedestrian pathway, and access to the public car park — with private parking areas positioned to the rear, out of view, to reduce the dominance of the motor vehicle in the streetscape.

Colchester City Council approved the reserved matters application.
