In 2019, Uttlesford District Council approved planning permission for a self-build dwelling and art studio — a live/work development — on a former riding school site in a rural location.

The case required extensive negotiation over the definition of 'isolated' in planning law, housing land supply analysis, and a thorough exploration of the local self-build register, and was resolved through sustained engagement with the Council from site appraisal through to consent.

Live-Work Housing in Uttlesford

In 2019, planning permission was obtained from Uttlesford District Council for the demolition of dilapidated buildings on a former riding school site and their replacement with a self-build dwelling and an art studio — together forming a live/work development in a rural location in Essex.

The client's vision was to create a home and a creative working space on the same site, with the art studio also hosting art classes and facilitating occasional holiday-let stays.

The site's complexity was apparent from the outset.

Located in a ribbon development in a rural context, outside a defined development boundary, it raised immediate questions about whether a new dwelling would be considered 'isolated' under NPPF guidance on new homes in the countryside.

Establishing the site was not isolated — and demonstrating that the NPPF's housing land supply policies applied with sufficient weight to support the proposal — required detailed policy analysis and a thorough review of Uttlesford's housing delivery record.

A site appraisal at the outset identified the key opportunities and constraints, informed the planning strategy, and provided the evidence base from which the application was built.

The case included a detailed analysis of Uttlesford District Council's five-year housing land supply, evidence from the local self-build register demonstrating unmet demand for this type of dwelling.

Uttlesford accpeted the case put forward and granted planning permission.
