Westminster City Council Approves Conversion of Garages to Habitable Space

In 2018, Westminster City Council approved planning permission for the conversion and change of use of two disused garages to provide additional habitable living space for two adjoining dwellings.
The site lay within a conservation area and adjacent to a terrace of Grade II listed properties. The case was resolved through a community consultation exercise that shaped the final proposals and a design-led approach that satisfied the Council's conservation area requirements.
Garage Conversion in Westminster
Planning permission was obtained from Westminster City Council for the conversion of two disused garages in a conservation area to create additional habitable living space for the two adjoining dwellings.
The scheme presented a number of challenges: the site's location within a conservation area, its proximity to a terrace of Grade II listed properties, its position within a controlled parking zone where the loss of garage spaces would be scrutinised, and the need to manage the design carefully to satisfy Westminster's stringent conservation area policies.
Given the sensitivity of the site, a community consultation event was organised before submission. This provided an opportunity to explain the project vision directly to local residents, and to gather feedback on planning and design considerations.
The consultation responses informed specific amendments to the proposals — covering cycle parking, waste disposal arrangements, façade design and materials — and demonstrated that community concerns had been heard and acted upon.
This proactive approach strengthened the eventual planning application and reduced the risk of objections during the formal determination process.
The planning case addressed the conservation area policy requirements directly, demonstrating that the proposed conversion would preserve the character and appearance of the area, would have no adverse impact on the setting of the adjacent listed properties, and would make efficient and imaginative use of underused garage space. The controlled parking zone loss was justified on the basis that the garages had not been in active use.
Westminster City Council was satisfied and approved the application.
