In 2026, Chelmsford City Council granted Permission in Principle for up to three dwellings on previously developed land in the Metropolitan Green Belt near Chelmsford, using a strategy built around the NPPF 2024's introduction of grey belt policy, the previously developed land exception, and the site's specific context.
The Permission in Principle process efficiently established the principle without incurring the cost of a full detailed application.
New Dwellings Approved in Chelmsford's Green Belt
I secured Permission in Principle from Chelmsford City Council for up to three dwellings on land in the Metropolitan Green Belt near Chelmsford, Essex.
The site was previously developed land — and under the NPPF 2024, previously developed land in the Green Belt is explicitly recognised as grey belt, subject to more favourable treatment than undeveloped countryside.
The grey belt concept was a significant reform in the NPPF 2024. It acknowledges that not all Green Belt land is the same: some sites — particularly those that are previously developed, degraded or making little contribution to the purposes of the Green Belt — should be more readily available for development than the open countryside.
Identifying a site as grey belt is not automatic; it requires a considered analysis of the site against the Green Belt purposes and the PDL definition.
The Permission in Principle route was well-suited to this type of application. By establishing the principle at Stage 1 without requiring detailed drawings or full technical surveys, the application reduced upfront cost and risk whilst putting the key policy question to the Council directly and efficiently.
Chelmsford City Council accepted the grey belt and PDL arguments and granted Permission in Principle for up to three dwellings.
