In 2026, I secured full planning permission for the demolition of an existing agricultural barn and its replacement with a new bungalow dwelling, together with associated hardstanding, access gates and a formal garden area.
The site lies within the Rural Area of Chelmsford City Council's administrative area, at Little Baddow.
It sits opposite Grade II listed buildings and adjacent to a protected lane treated as a non-designated heritage asset, with a Site of Special Scientific Interest nearby and a public right of way close to the site.
Planning issues addressed
Principle of development in the Rural Area: the proposal did not meet the definition of previously developed land, since the existing building was agricultural.
The principle of development was instead accepted on the strength of a genuine fallback position — an extant Class Q prior approval permitting residential conversion of the barn under permitted development rights.
Heritage impact: the scheme's architect revised the design to reduce the depth and height of the building compared with a previous scheme, simplified the roadside fenestration and used traditional materials, overcoming the heritage harm identified at the earlier heritage impact assessment.
Ecology and SSSI: an ecological survey confirmed no protected species present, with precautionary construction methods and a Construction Environmental Management Plan secured by condition to protect the adjacent SSSI.
Sustainability and self-build status: the dwelling was conditioned as a self-build development, exempting it from mandatory biodiversity net gain, alongside water efficiency and electric vehicle charging conditions.
