In 2026, I secured permission from Colchester City Council for a creative mixed use venue at a former garden nursery in rural Essex, unlocking a new chapter for this established site.

Bringing this underused rural nursery site into productive mixed use was a complex planning exercise, involving noise, amenity, highway and operational hour conditions.

Change of Use from Garden Nursery to Mixed-Use Entertainment Venue Approved by Colchester City Council

I submitted a planning application seeking permission for the change of use of the former Garden Nursery near Aldham, to a mixed use venue. The development will provide:

  • gallery and exhibition space;

  • office accommodation for staff managing exhibitions and venue operations;

  • co-working office space for small businesses and start-ups;

  • retail space;

  • indoor dining for an independent café/restaurant; and

  • associated WC, storage and plant areas.

The ambition is to create a genuine community hub – a destination that supports enterprise, provides jobs, and offers a place for residents and visitors to spend time.

The site is a former horticultural nursery in a rural setting outside Colchester, with a range of existing structures including commercial buildings previously used for garden centre and storage purposes.

The proposal sought to bring these buildings into a new, viable mix of uses designed to generate footfall and economic activity whilst remaining sensitive to the rural character of the area.

The application was accompanied by plans showing the proposed floor layout, with the different use classes clearly delineated to ensure the Council could assess the extent and nature of each element.

This was important in light of permitted development considerations for retail, which could have introduced unrestricted use potential if not properly controlled by condition.
