In 2023, Thanet District Council granted retrospective planning permission for a childminding and childcare use operating from a residential home in Ramsgate.
The application attracted significant neighbour objections, primarily concerning noise and parking. I resolved all of these issues and demonstrated that the use was compliant with Thanet's adopted planning policies, allowing my client to continue operating her business legally.
Childcare Planning Approval in Thanet, Kent
I secured retrospective planning permission from Thanet District Council for a childminding and childcare business operating from a residential home in Ramsgate.
The application was submitted retrospectively, on the advice of the Council itself: the number of children being cared for had grown to a level that the Council determined had triggered a material change of use, requiring formal consent.
The application was contentious.
A significant number of objections were received from neighbouring residents, raising concerns primarily about noise from the children and parking pressure generated by parents dropping off and collecting.
Both matters required careful and evidence-based responses.
On noise, the property was semi-detached, making the impact on the immediate neighbour a central concern.
I demonstrated that with an acoustic fence in the rear garden and appropriate management of the rooms used for childcare, the noise impact on the adjacent property would be acceptable.
The hours of operation were also limited to Monday to Friday within set times, ensuring evenings and weekends were not affected.
On parking, I established that the applicant's driveway provided sufficient on-site parking to accommodate the drop-off and collection movements associated with the business, without placing unreasonable pressure on the surrounding streets.
I also set out the positive planning benefits: the use provided local employment for childcare workers from within the community, and offered an accessible childcare service to local families.
Thanet District Council agreed the proposal was acceptable and granted permission.
