In 2026, I provided strategic planning advice and prepared the Planning Statement for the conversion of an existing agricultural barn into a private garage serving a dwelling that had previously been created through the Class Q permitted development process.

The planning application was subsequently prepared and submitted by the project's architect, with planning permission granted by North Hertfordshire District Council.

The Planning Issues

Although the proposal itself was relatively modest, the planning issues were more nuanced. The existing dwelling had been created under Class Q, but the cart lodge did not form part of that consent and could not rely on Class Q permitted development rights.

As a result, the enclosure of the building required a full planning application supported by a clear planning justification.

My role was to assess the most appropriate planning strategy, identify the relevant development plan policies and prepare a Planning Statement demonstrating why the proposal represented an acceptable adaptation of an existing rural building.

The proposal involved enclosing an existing open-sided cart lodge with black metal roller-shutter doors and a side access door to create a domestic garage ancillary to the dwelling.

The site lies within the Rural Area beyond the Green Belt, where Local Plan policy supports the reuse and adaptation of existing rural buildings provided they do not require substantial rebuilding or harm the character of the countryside.

The Planning Statement demonstrated that the proposal satisfied these requirements and would remain clearly subordinate to the principal dwelling.

A further consideration was the site's relationship with the Pirton Conservation Area. The barn is located well beyond the designation and has no meaningful visual relationship with it. The modest external alterations were therefore not considered to cause any harm to its character or appearance.

Supporting ecological surveys confirmed that the proposal had negligible ecological constraints.

Planning permission was granted.

This project demonstrates that development associated with Class Q dwellings is not always straightforward. Ancillary buildings, domestic curtilage and later alterations often raise planning issues that require careful analysis of the planning history, permitted development rights and local planning policy.

Early strategic planning advice can identify the correct route to permission and significantly improve the prospects of a successful outcome.
