In 2025, Chelmsford City Council approved planning permission for the conversion of a stable building in the Metropolitan Green Belt near Margaretting, Essex to a residential granny annexe.

The case turned on the NPPF exception for the reuse of existing buildings in the Green Belt, which I applied by demonstrating the stable was of permanent construction, required no extension, and the annexe would remain ancillary to the main dwelling.

Change of Use From Stable to Granny Annexe in the Chelmsford Green Belt

I secured planning permission from Chelmsford City Council for the conversion of a stable building in the Metropolitan Green Belt to a granny annexe near Margaretting in Essex.

This case highlights the way Green Belt policy and the growing need for multi-generational housing can intersect to produce a workable and positive planning outcome.

The NPPF identifies the reuse of existing buildings in the Green Belt as an exception to the general prohibition on new buildings, provided the building is of permanent and substantial construction and any alterations do not make it materially more intrusive in the landscape than the existing use.

These tests were met: the stable was a solid, permanent structure, and no extension was proposed — only the internal conversion and changes to doors and windows necessary to make it habitable.

Chelmsford City Council was satisfied on both counts — Green Belt policy and the ancillary nature of the use — and granted planning permission.
