In 2024, Chelmsford City Council granted Class MA prior approval for the change of use of a vacant Class E retail unit near Chelmsford station to a new residential dwelling.

Class MA is a powerful permitted development right for rejuvenating redundant retail units, but it comes with specific criteria that must be met. I demonstrated compliance with all of them — including conservation area impact, internal space standards, natural light, contamination, flood risk and car-free development.

Class MA Retail to Residential Conversion in Chelmsford Town Centre

I secured Class MA prior approval from Chelmsford City Council for the change of use of a Class E retail unit on the edge of Chelmsford city centre to a new residential dwelling.

The site is well located, close to Chelmsford railway station, and its central and accessible position made it well-suited to a car-free residential conversion.

Class MA of the General Permitted Development Order is the successor to the old Class O office-to-residential right.

It allows the change of use from Class E commercial premises to residential use without a full planning application, subject to a prior approval assessment covering specified matters only. This makes it a powerful tool for unlocking residential development in redundant commercial units — but the specified criteria still need to be carefully addressed.

For this application, I demonstrated compliance with each of the Class MA criteria in turn.

On conservation area impact: the site is located within or adjacent to a designated conservation area, which required me to demonstrate that the proposed change of use would not harm its character or appearance.

On space standards and natural light: the proposed dwelling was shown to meet the nationally described space standards, with adequate room sizes and all habitable rooms provided with appropriate natural light.

On contamination and flood risk: no significant contamination or flood risk issues were identified at this city centre location.

On transport: the site's proximity to Chelmsford station and the range of walking and cycling options available provided clear justification for a car-free development.

Chelmsford City Council was satisfied that all criteria were met and granted prior approval.
