In 2023, Chelmsford City Council granted Class Q prior approval for the conversion of a large grain storage barn to a single dwelling in rural Essex — overcoming multiple previous refusals by submitting a highly detailed structural report that finally satisfied the Council's concern about the building's structural capacity.
The farm had been in family ownership since the 1930s and 40s, and the barn had been used for grain storage throughout that period.
Class Q Barn Conversion in Chelmsford
I secured Class Q prior approval from Chelmsford City Council for the conversion of a large 20th century barn in the rural Essex countryside to a single residential dwelling.
The barn had last been used for grain storage — an important detail, as Class Q requires the building to have last been in agricultural use.
The proposal was to convert the entire building into a single dwelling. This kept the total floorspace comfortably within Class Q's 465 sq m threshold for a larger dwelling.
To comply with Class Q, no part of the building would extend beyond its existing external dimensions, and only works reasonably necessary to function as a dwellinghouse — replacement windows, doors, roof elements and utility services — were proposed.
The main challenge was structural. Chelmsford City Council had previously refused earlier applications relating to this barn on the grounds that it was not structurally capable of conversion. Despite the building having been constructed in the mid-20th century and being of sound and permanent construction, the Council remained unsatisfied.
For this application, I commissioned very detailed structural calculations from a specialist structural engineer. The calculations went beyond what is normally submitted for a Class Q application, providing a thorough and systematic analysis of the barn's structural capacity that left no room for doubt. The Council finally accepted the findings.
