In 2024, prior approval was granted by Babergh District Council under Class ZA of the General Permitted Development Order for the demolition of a redundant joinery workshop near Sudbury, Suffolk and its replacement with a new single-family dwelling.
Class ZA is a relatively little-known permitted development right introduced in 2021 that allows the demolition of certain commercial, industrial or agricultural buildings and their replacement with residential use — a faster and lower-cost route than a conventional planning application.
Class ZA Redevelopment Allowed in Rural Suffolk
I secured Class ZA prior approval from Babergh District Council for the demolition of a former joinery workshop near Sudbury in Suffolk and its replacement with a new residential dwelling.
Class ZA is one of the newer additions to the General Permitted Development Order, having been introduced in 2021.
It allows buildings in certain commercial uses to be demolished and replaced with new residential dwellings through a streamlined prior approval process — rather than a full planning application.
The key eligibility criteria for Class ZA are specific and must be carefully checked before submitting an application.
The joinery workshop was a former Class B building. It met the eligibility criteria, and the proposed replacement dwelling was designed within the permitted height and footprint parameters.
Rather than requiring assessment of the full range of planning considerations that a conventional application would attract, Class ZA only allows the local planning authority to consider specified matters.
Prior approval was granted by Babergh, enabling a redundant and unattractive former workshop to be replaced with a new family home.
