In 2023, Colchester City Council approved planning permission for 128 ground-mounted solar panels at a garden centre near Colchester.
The panels, mounted on a single-axis tracking system across 16 frames, were required to generate renewable electricity for the existing commercial buildings. The case required demonstrating that the array would not be visible from the wider area and would not harm residential amenity.
Ground Mounted Solar Panels Approved by Colchester City Council
I secured planning permission from Colchester City Council for 128 ground-mounted solar panels at a garden centre in rural Essex.
The proposed system comprised 16 individual 8-panel frames mounted on a single-axis tracking mechanism, with each panel generating 48 kWp — a combined output capable of meeting a significant proportion of the site's electricity demand.
Ground-mounted solar panels require planning permission when they exceed the thresholds set out in the permitted development rules. In this case, the scale of the installation required a full planning application to Colchester City Council.
The planning case focused on three key matters.
First, visual impact. The siting of the array was carefully considered to ensure it would not be evident in views from the wider countryside. I engaged directly with the planning officers to demonstrate that the proposed location, combined with the site's existing mature landscaping, would screen the panels from all significant public viewpoints.
Second, residential amenity. The nearest residential property was located more than 30 metres from the installation — sufficient separation to ensure no harmful impact in terms of glare, noise from the tracking mechanism, or loss of privacy.
Third, the renewable energy benefits. The environmental and economic sustainability credentials of the scheme were set out clearly, consistent with the NPPF's support for renewable and low-carbon energy and Colchester's own climate change policies.
The Council agreed that the proposal was acceptable and granted planning permission.
