In 2011, I represented a London-based commercial property company with a substantial multi-let workspace portfolio at two concurrent pre-submission consultations in Harrow, covering both the Core Strategy and the Development Management Policies.
Pre-submission is the final opportunity for stakeholders to influence plan content before formal examination, making it a particularly important stage in the plan-making process.
Representations addressed both the strategic policy framework and the detailed development management criteria, ensuring consistency and coherence across both documents.
The focus was on securing flexible policies for employment sites that would allow the client to manage their Harrow portfolio effectively in response to evolving occupier demand, without being constrained by overly prescriptive land use restrictions.
Engaging simultaneously across both documents required careful coordination to ensure that the representations reinforced one another and presented a compelling case to the examining inspector.
