In 2025, the London Borough of Enfield approved planning permission for the redevelopment of a site — erecting a new three-bedroom, two-storey detached dwelling alongside the conversion of the existing property into a six-bedroom HMO.
The scheme was delivered through proactive pre-application engagement that identified and resolved all key planning issues before submission.
Large HMO and New Dwelling Approved in Enfield
I secured planning permission from the London Borough of Enfield for a new three-bedroom, two-storey detached dwelling — alongside the conversion of the existing property into a high-quality six-bedroom HMO.
The site is in a well-established residential area with a mix of Victorian and post-war housing.
The proposed house mirrors the form and proportions of the existing host property, creating a balanced pair of semi-detached buildings that enhance the visual symmetry of the street — an approach that the Council welcomed.
On planning policy, the site qualifies as previously developed land and the combination of a new family home and a well-designed HMO directly addresses Enfield's identified need for a mix of accommodation types.
The HMO was designed to comply with Enfield's HMO conversion policies, and all bedroom and shared facility dimensions exceeded the Council's minimum space standards.
A proactive pre-application submission was made before submitting the full application. This allowed me to identify the planning issues that needed addressing — daylight, sunlight, privacy, parking and cycle provision — and refine the scheme in response before the formal application was lodged.
The London Borough of Enfield approved the application.
