Games Room Extension Approved Near Clacton-on-Sea

In 2023, I secured planning permission from Tendring District Council for an extension to an existing games room at a substantial detached property outside the development boundary near Clacton-on-Sea, Essex.
Because the site sits within the countryside, the proposal needed to be justified against policies protecting the rural landscape while demonstrating no harmful impact on the character of the area or on nearby residential amenity.
Justifying Development Outside the Boundary
With the site located outside the settlement development boundary, the starting point under Policy PPL3 of the Tendring District Local Plan Section 2 and Policy SP7 of the adopted Section 1 Plan was that development in the countryside is strictly controlled to protect its rural character.
The extension was to adjoin an existing outbuilding at the rear of the site, and adjacent to an outbuilding conversion approved a decade earlier. It would also be screened by the host dwelling and by established planting along the lane frontage.
I argued successfully that its minor, ancillary nature and rearward, well-screened position meant it would not diminish the character and appearance of the host dwelling or the wider countryside setting.
Addressing Design and Neighbour Impact
Render was specified to match the host dwelling.
The single storey form prevented the extension from overdominating existing structures on the site, while a roof lantern to the rear was accepted as an acceptable feature given it would have little to no visibility from public viewpoints.
I also confirmed that sufficient private amenity space would be retained despite the additional footprint.
With the site set well off its boundaries, screened from any immediate residential neighbours, Tendring District Council concluded there was no material harm arising from the proposal and granted full planning permission without delay.
