In 2026, Chelmsford City Council granted Permission in Principle for a single infill dwelling in the Metropolitan Green Belt at Margaretting, within the Chelmsford City Council area.
The site forms part of the side garden of an existing property and benefits from an established access, proximity to village services, and an established residential context reinforced by adjacent consent for three dwellings.
Infill Dwelling Approved by Chelmsford City Council
I secured Permission in Principle from Chelmsford City Council for a single residential dwelling at Margaretting, within the Metropolitan Green Belt.
The site forms part of the side garden of an existing property, benefits from an established vehicular access, and is within easy walking distance of the village hall and other village services.
The NPPF permits limited infilling in Green Belt villages as an exception to the general resistance to new buildings.
The critical questions are whether the site is within a village, whether the proposal constitutes infill, and whether it would be limited in scale. I addressed each of these directly.
The village question was supported by reference to the established residential character of the surrounding area, the presence of local services, and — importantly — the recently approved consent for three dwellings on adjacent land.
That adjacent consent reinforced the residential context and provided a strong precedent supporting the principle of development at this location.
Permission in Principle was the appropriate route for this application.
The two-stage process limits Stage 1 to the principle of development — location, land use and amount — without requiring detailed drawings or technical assessments. This kept the initial application costs proportionate to the scale of the proposed development whilst establishing the critical planning principle efficiently.
Chelmsford City Council agreed the site was within a Green Belt village and that the proposal constituted appropriate limited infilling, and granted Permission in Principle.
