In 2025, the London Borough of Harrow approved planning permission for a new vehicular access serving a secondary school in Stanmore, north London, within the Metropolitan Green Belt.
The access required demonstrating very special circumstances under NPPF Paragraph 153 — one of the most demanding tests in planning policy. I built the case around student safety, sustainability, and the essential function of educational infrastructure.
New Vehicular Access for a Secondary School Within the Metropolitan Green Belt in North London
I secured planning permission from Harrow Council for a new vehicular access route serving a High School in Stanmore, north London.
The proposed access fell within the Metropolitan Green Belt adjacent to the established school site — making this one of the most policy-challenging planning contexts possible.
Development within the Green Belt is subject to the strict controls set out in the NPPF.
Paragraph 153 makes clear that the essential characteristics of Green Belts are their openness and permanence, and that inappropriate development should only be approved in very special circumstances — where the harm to the Green Belt and any other harm is clearly outweighed by other considerations.
I worked closely with the school and key stakeholders to develop and evidence a compelling case for very special circumstances, including:
Student safety. The existing access arrangement posed identifiable risks to pedestrian safety, particularly at peak drop-off and collection times. The proposed new vehicular access would separate vehicle and pedestrian movements, directly reducing the risk of accidents involving students.
Sustainability. The new access would improve the school's ability to manage traffic efficiently, reducing congestion on the surrounding roads and supporting the Council's transport policies.
Harrow Council accepted that these considerations, taken together, clearly outweighed the limited harm to the Green Belt and approved the application.
