In 2024, I secured planning permission through a successful appeal against Thanet District Council for a substantial two-storey extension to a detached chalet bungalow at 54 Stone Road, Broadstairs.

The appeal arose from the Council's failure to determine the application within the prescribed period.

The Planning Issue

The proposed development included two-storey front and rear extensions, four rooflights, a front flat roof porch, a first-floor rear balcony and alterations to fenestration and external materials.

This would transform the property from a chalet bungalow into a full two-storey dwelling.

The main planning issues were the effect of the development on the character and appearance of the area, and the impact on the living conditions of the occupants at the neighbouring property, particularly in terms of daylight, privacy, outlook and noise.

I demonstrated that the road is characterised by a mix of detached and semi-detached two-storey dwellings as well as bungalows. The proposed building, though taller than the existing, would integrate well given that the properties on either side are already taller.

Adequate separation was retained to side boundaries, and the pitched roof design helped the dwelling sit naturally within its plot.

On neighbour amenity, I showed that the balcony would be screened and the rear projection modest, avoiding any overbearing impact or significant loss of daylight to the neighbour.

The Inspector agreed with both conclusions and allowed the appeal, awarding costs against the Council.
