122 New Homes Reserved Matters Approved in Colchester

In 2026, I successfully supported a reserved matters application for 122 new homes at Chesterwell, North Colchester, within the wider masterplanned development.

The application secured approval for access, appearance, landscaping, layout and scale, together with the discharge of a wide range of conditions attached to the outline permission.

These included matters relating to the design statement, accommodation schedule, cycle parking, noise, refuse collection, arboriculture, contamination and car parking standards.

A phase within the Chesterwell masterplan

Chesterwell is a major masterplanned development to the north of Colchester, with outline permission providing for approximately 1,600 homes across the wider site.

The application site forms part of this wider development and comprises Parcels R16 (in part) and R17.

The parcels are bordered by Colchester Golf Club to the west and south and are accessed from the development's Primary Street.

As with any reserved matters application within a large masterplanned site, the proposal needed to respond to the detailed circumstances of the individual parcels while remaining consistent with the principles established through the outline permission.

Working within the established design principles

A key consideration was demonstrating that the proposed layout and architecture followed the site-wide Statement of Design Principles.

The scheme was assessed against the established approach to block structure, building lines and setbacks.

The resulting layout adopted a perimeter block form, with active frontages addressing streets and areas of public space.

This provided a coherent framework for the new homes while allowing the detailed design to respond to the different character areas within the phase.

Creating distinct character areas

The development was structured around five character areas: Chesterwell Park, Urban Square, the Avenues, Lanes and Primary Street.

Each character area has its own approach to density, materials, building form and street treatment, while remaining part of the wider Chesterwell design framework.

The design was also informed by homes already constructed on adjoining parcels. This helped the new phase integrate with the established and emerging character of the wider development, rather than being designed in isolation.

A softer transition towards Chesterwell Park

The reserved matters scheme proposed a slightly lower, design-led density.

This was particularly relevant along the site's frontage to Chesterwell Park. Larger plots and more generous private amenity spaces were incorporated towards the edges of the development to provide a softer transition between the built area and the surrounding countryside.

The approach allowed the scheme to respond to its edge-of-settlement location while continuing to make efficient use of the development parcel.

Residential amenity and parking

The detailed layout was also assessed against the relevant residential amenity and parking requirements.

Colchester Local Plan Policy DM12 was considered in relation to issues including daylight, overshadowing and privacy, while Policy DM19 was relevant to the provision of private amenity space.

The scheme also incorporated car and cycle parking in accordance with the applicable EPOA Parking Standards.

These matters were considered as part of the overall layout and design of the development, helping to ensure that the new homes would provide an appropriate standard of accommodation while contributing positively to the wider streetscape.

Addressing the technical requirements

A reserved matters application on a strategic development also needs to address a wide range of technical matters before construction can proceed.

For this phase, evidence was provided in relation to arboriculture, archaeology, contamination, drainage and ecology, alongside the other requirements associated with the discharge of conditions attached to the outline permission.

Delivering another phase of Chesterwell

The approval of the 122 homes represents another detailed phase in the delivery of the wider Chesterwell masterplan.
