In 2025, Colchester City Council approved outline planning permission for 200 dwellings, a new health and wellbeing hub, allotments, extensive green infrastructure and Phase 1 of the Northern Link Road at Elms Farm, Tiptree — a major milestone for one of Colchester's most sustainably located villages.
The case resolved complex highways, drainage, ecology and infrastructure requirements through detailed technical work and proactive engagement.
Village Extension to Tiptree Approved Planning Permission
I secured outline planning permission from Colchester City Council for 200 new homes at Elms Farm, Tiptree.
The scheme also includes 30% affordable housing, 0.4 hectares for a new health and wellbeing hub, 0.4 hectares of allotments, extensive multifunctional green infrastructure, and Phase 1 of the Northern Link Road.
Tiptree is identified as a key rural settlement in Colchester's adopted plan.
The site had been promoted through the plan-making process and was allocated for residential development — a strong foundation for the application. Even so, the range of technical matters requiring resolution before approval could be granted was substantial.
Highways was the most complex matter. The Northern Link Road — a long-planned piece of strategic infrastructure intended to improve traffic flow around Tiptree — was required to be delivered in part as a condition of the permission.
Phase 1 of the road forms part of the approved scheme, making this development an active contributor to the village's wider transport network improvement.
Drainage, ecology and biodiversity net gain were also carefully managed through specialist teams.
Proactive engagement with Colchester City Council, statutory consultees and Tiptree Parish Council throughout the process was central to navigating the application to a successful outcome.
