In 2024, Colchester City Council approved a new outline planning permission for 100 dwellings, allotments and a Scout and Girl Guiding Hut at Great Horkesley — a 25% increase on the site's 80-dwelling local plan allocation.
This was a resubmission following the original 2020 permission, updated to reflect new access arrangements, enhanced open space provision and technical work on flood risk, archaeology and ecology.
100 Homes Granted Planning Permission in Colchester
I secured a fresh outline planning permission from Colchester City Council for a residential development of 100 dwellings at Great Horkesley near Colchester — representing a 25% increase over the site's 80-dwelling local plan allocation.
I had originally obtained outline permission for 80 dwellings on this site in 2020.
This resubmission updated the scheme to reflect new infrastructure requirements and technical findings that had emerged since the original approval.
The 100-dwelling scheme delivers significantly enhanced community infrastructure alongside the new homes: new access points and A134 crossings to improve traffic flow and highway safety, land dedicated for allotments, a new Scout and Girl Guiding Hut with facilities for approximately 100 young people, and extensive public open space.
The case for 100 rather than 80 dwellings was built on the NPPF's requirement to make the most efficient use of land and Colchester's obligation to boost housing supply.
Technical matters required thorough resolution before approval could be granted.
Colchester City Council granted outline permission, confirming the scheme would support the growth and needs of the village and contribute to the district's housing supply.
