In 2025, Chelmsford City Council granted Permission in Principle for a single dwelling on previously developed land in the Metropolitan Green Belt near Ingatestone — using a combination of the NPPF's PDL exception and emerging grey belt arguments.
The Permission in Principle process was the right route: it established the principle of development efficiently without the upfront cost of a full detailed application.
Grey Belt Dwelling Approved by Chelmsford
I secured Permission in Principle from Chelmsford City Council for a single dwelling on land within the Metropolitan Green Belt near Ingatestone.
The site qualified as previously developed land — and under the NPPF 2024, previously developed land in the Green Belt is now recognised as 'grey belt', carrying a more favourable policy position than undeveloped Green Belt land.
The term 'grey belt' was introduced into planning policy through the NPPF 2024 to describe land in the Green Belt that is either previously developed or that makes a limited contribution to the Green Belt's purposes.
The Permission in Principle route was the right choice for this application.
PiP separates the principle of development from the technical details, limiting the Council's assessment at Stage 1 to three matters: location, land use, and amount of development.
This avoids the need for detailed drawings, technical surveys and supporting reports at the outset — reducing both cost and risk before the principle is established.
Chelmsford City Council accepted the grey belt and PDL arguments and granted Permission in Principle.
