In 2013, I secured planning permission on appeal for a third-floor extension and roof terrace to a two-bedroom flat within a Victorian townhouse in the London Borough of Camden.

The scheme aimed to create additional floor space and transform the property into a larger, more functional home—delivering a much-needed third bedroom and valuable outdoor amenity space.

In dense urban areas like Camden, proposals of this nature are a sustainable way to improve living standards without increasing the building footprint.

This was the third attempt to gain consent for the development, with previous applications refused.

The Planning Issue

Camden Council had consistently refused the scheme, citing concerns around its “overbearing” impact, including issues of overshadowing, outlook and privacy.

At appeal, I took a detailed, evidence-led approach. A key part of my strategy was challenging the Council’s assessment methodology—particularly in relation to daylight and sunlight impacts.

I also prepared an contextual analysis, examining orientation, separation distances, massing and surrounding built form. This showed that the extension and terrace would have a limited visual and environmental impact.

Importantly, I reinforced the wider planning benefits—highlighting that the proposal would deliver an improved residential unit in a highly sustainable location, contributing to local housing needs.

The Planning Inspector agreed with my case and allowed the appeal, concluding that the development would not result in unacceptable harm.
