Planning in Principle (PIP) is a less well-known but highly effective route to establishing the acceptability of a housing site before committing to detailed design.
In 2026, I secured a Planning in Principle grant from Uttlesford District Council for a single infill dwelling within an rural village, building a strong location-based case under the newly adopted Local Plan and the NPPF housing delivery presumption.
Permission in Principle for an Infill Dwelling in Uttlesford
I prepared and submitted a Planning in Principle application to Uttlesford District Council on behalf of a landowner in Broxted, Essex, seeking approval in principle for the erection of one residential dwelling house on garden land adjacent to the existing property.
The site comprised an undeveloped green side garden, located between two existing detached dwellings at the edge of the village.
The village is listed as a Smaller Village in the adopted Uttlesford Local Plan 2021-41 (adopted March 2026), and the site sat at the eastern edge of the built area.
The planning history of the site presented a significant challenge: there were four historic refusals for residential development. My case had to explain why the policy context had changed sufficiently to justify a different outcome in 2026.
Under Core Policy 3 of the newly adopted Local Plan, limited infill development within the built areas of Smaller Villages can be supported where it is in keeping with local character, proportionate in scale, and meets local housing needs.
The Council's planning officer agreed that the location was acceptable in principle and Uttlesford District Council approved the application. My client can now proceed to the Technical Details Consent stage with confidence.
