In 2023, Chelmsford City Council approved planning permission for a new residential coach house to the rear of Moulsham Street and a first-floor extension to an existing office building. The site lies within the Moulsham Street Conservation Area and adjacent to listed buildings.
I worked closely with the Council throughout to develop a design sensitive to the conservation area context, and the approved car-free scheme will help to define and enliven the rear edge of this important historic street.
New Coach House and Office Extenions Approved in Moulsham Street, Chelmsford
I secured planning permission from Chelmsford City Council for a new residential coach house on land to the rear of Moulsham Street, Chelmsford, together with a first-floor extension to an existing commercial building fronting the street.
The application site lies within the Moulsham Street Conservation Area and is within the setting of a group of listed buildings — making heritage the central planning consideration from the outset.
Working closely with the Council during the application process was essential to ensuring the final design had a form, materials and detailing sensitive to that context.
The coach house itself was designed in a traditional style appropriate to its setting. The proposed detailing and materials were drawn directly from the character features found within the conservation area.
The rear of the Moulsham Street frontage already contains a number of recent buildings facing onto the George Street car park. The proposed coach house continues and completes this rear frontage, helping to define the edge of the street and adding visual interest and natural surveillance to an area that currently lacks both.
The flat is provided as a car-free dwelling — a decision justified by the site's central location with excellent public transport and active travel options, and consistent with Chelmsford's policy approach to car-free residential development in sustainable town centre locations.
For the office extension, the Council's own assessment noted the existing building detracted from the conservation area character. The proposed extension was shown to provide visual interest and break up the bulk of the building.
