In 2026, I secured planning permission from Chelmsford City Council for a revised rear extension to a commercial unit within the West End Conservation Area. Our client had built an extension without planning permisison and had a failed application trying to regularise the development.
Turning around a refused retrospective planning application requires a clear understanding of the reasons for failure and a redesign that directly addresses the council's concerns.
Planning Permission for a Shop Extension in Chelmsford City Centre
I submitted a full planning application to Chelmsford City Council for a part-retrospective single storey rear shop extension.
The application sought to retain an existing extension in a modified form, following the refusal of an earlier application.
The property forms part of a terrace of shops and takeaways within the West End Conservation Area.
From the previous refusal, there were two principal concerns: the appearance and scale of the existing structure caused harm to the character of the area, and there was no provision for adequate waste bin storage.
My strategy was to address both issues directly.
The proposed redesign reduced the depth of the extension. Critically, the reduced footprint created sufficient space to accommodate a dedicated bin storage area to the rear — resolving the waste management objection — and the external cladding would be upgraded with materials approved by condition.
Planning permission was granted by Chelmsford City Council.
