Planning permission from Tendring District Council for a self-build dwelling outside the settlement boundary near Weeley, Essex, using the Council's newly adopted self and custom-build planning policy introduced in the 2022 Local Plan.

In 2022, Tendring District Council approved planning permission for a self-build dwelling outside the defined settlement boundary near Weeley in north Essex.
I was able to demonstrate that the site met the criteria of the Council's newly adopted self and custom-build housing policy, which allows such developments beyond settlement boundaries subject to location tests — a flexible approach that Tendring has proven willing to apply in practice.
Self-Build Dwelling Granted Planning Permission in Tendring
In 2022, I secured planning permission from Tendring District Council for a self-build dwelling in the rural area near Weeley in north Essex.
The site was located outside the defined settlement boundary, where Tendring would ordinarily have resisted new residential development.
The key was a newly adopted policy specifically supporting self and custom-build housing beyond settlement boundaries.
Tendring's self-build policy allows such dwellings where the site is safely accessible on foot and within specified distances of defined settlements. The proximity thresholds vary by settlement tier: 600 metres from strategic urban settlements such as Clacton and Harwich; 600 metres from smaller urban settlements; or 400 metres from the edge of a rural service centre — including Weeley, where this site was located.
I demonstrated that the site met the 400-metre criterion for Weeley, and that it was safely accessible on foot.
The design reflected the rural character of the location. The self-build dwelling was laid out in a relaxed, spacious manner to sit naturally among the scattered dwellings and buildings that characterise this part of north Essex.
The architectural treatment drew on local rural vernacular, with proportions and materials that respected the informal character of the setting.
Tendring District Council agreed the site met the policy requirements and approved the application.
