In 2022, Basildon Borough Council approved Technical Details Consent for a single new chalet-style infill dwelling in the Metropolitan Green Belt near Billericay, completing a two-stage planning process.
The Permission in Principle had already been secured, establishing that the site was in a village and that limited infilling was acceptable. The Technical Details Consent resolved all remaining matters — design, scale, materials and relationship to neighbouring properties.
Technical Details for an Infill Dwelling in the Green Belt
I secured Technical Details Consent from Basildon Borough Council for a new infill dwelling in the Metropolitan Green Belt near Billericay.
This was the second and final stage of a two-stage planning process: the Permission in Principle, establishing the acceptability in principle of a new dwelling at this location, had already been secured.
Whilst the PiP confirms the principle of development — including location, land use and amount — the Technical Details Consent is where all remaining matters are assessed: design, appearance, scale, access, layout, and any other technical issues.
It cannot reopen the principle question already settled by the PiP.
The site is part of a wider rural plotland area to the south of Billericay. The surrounding area is characterised by low-density sporadic development — a mix of detached bungalows, chalet bungalows and some two-storey dwellings — and this existing character directly shaped the design of the proposed new home.
The proposed dwelling is a chalet-style building, positioned in the gap between two existing dwellings, and sized to be comparable to its immediate neighbours.
A key principle throughout the design process was maintaining space around the building. The dwelling sits within its plot without appearing cramped, reflecting the spacious character of this plotland location.
Basildon Council granted Technical Details Consent, completing this two-stage planning journey.
