Planning Appeal Win for a Flatted Development in Epsom and Ewell
Planning appeal success in Ewell and Ewell, Surrey for 17 new flats. I overturned the planning refusal by addressing design, density and site optimisation concerns.

In 2017, I won on appeal against Epsom and Ewell Borough Council for the development of 17 residential flats in Ewell, Surrey.
The scheme sought to redevelop an underutilised urban site, delivering a well-designed residential block that made efficient use of land in a sustainable location.
The proposal aimed to optimise housing delivery within an established settlement, contributing to local supply while improving the overall quality and appearance of the site.
Developments of this scale are particularly important in areas like Epsom & Ewell, where land availability is constrained and demand for housing remains high.
The Planning Issue
The application had been refused by Epsom & Ewell Borough Council, with concerns focused on the scale, density and design of the proposed development, as well as its relationship with the surrounding area.
Through the planning appeal, I prepared a detailed and evidence-led case demonstrating that the scheme represented an efficient and appropriate use of a sustainable site.
I addressed concerns around design and massing by showing how the development responded to its context and would not appear overly dominant within the street scene.
I also highlighted the benefits of delivering new homes in a location well-related to services and infrastructure—an important material consideration in the planning balance.
Appeal decisions consistently recognise the need to optimise suitable urban sites for housing delivery where impacts can be appropriately managed.
The Planning Inspector agreed with my position and allowed the appeal, confirming that the proposal struck the right balance between site optimisation and local character.
